Ordering Procedures:

If a contracting entity desires to order Evacuation Transportation from Contractor, the contracting entity (through a designated contracting officer) will be required to notify Contractor (preferably in writing) to advise of the number of people who need to be transported, the pickup and drop-off locations for the evacuees and acknowledgment that such sites will be secure and well-lighted, and the window of time required for the evacuation.  Contractor will evaluate the request in close coordination with FEMA, in terms of the competing concurrent needs for coaches by multiple entities, and the required Support Services under the FEMA Contract and will respond in writing with the estimated number of coaches required to perform the Evacuation Transportation, whether or not Contractor can provide the services, and for how long Contractor’s offer is valid for a response by the contracting entity.  The contracting entity must then respond to Contractor in writing, within the time specified by Contractor, stating that they desire Contractor to provide the Evacuation Transportation and providing adequate proof of funding for such services.  If FEMA has ordered Support Services under the FEMA contract, then a valid order will have been issued and Contractor will begin to respond.  Contractor will coordinate with FEMA concerning the location of VSAs to be set up under the FEMA-controlled Support Function component of Contractor’s service; and then begin to contact subcontracted carriers and other Coach America locations to advise the locations (VSAs) where coaches should be delivered.

 

Contractor reserves the right to refuse some or all orders received pursuant to this Proposal from any non-Executive Branch ordering entity.  With respect to a member of the Executive Branch, the Contractor may only refuse an order when the following conditions are met:  a) the Contractor has already committed coaches to other entities that previously placed orders against the Contractor under GSA Schedule 48, or FEMA has placed orders against the FEMA contract, and the Contractor is unable to satisfy the requirements of new orders; or b) FEMA has not activated adequate Support Services under the FEMA Contract.  In such a case, the Contractor shall respond to the Executive Branch entity attempting to place the order within four (4) hours indicating what efforts the Contractor has made to fulfill the order and whether the Contractor is capable of partially meeting the proposed order.  When an emergency event may result in multiple orders, the Contractor will work closely with FEMA to distribute the limited number of coaches and drivers in an orderly fashion to ensure effective use of these limited resources.

Additional Information

 

Coach America only offers coach pricing on the GSA schedule for emergency evacuations.

 

Coach America does not currently offer normal charter pricing via GSA schedule offerings, but may do so in the future.

 

Delivery of any evacuation coaches must be coordinated with delivery of support services ordered by Department of Homeland Security’s Federal Emergency Management Agency (FEMA) under the separate contract that Coach America has with FEMA.  The FEMA support order must be in place before an order for emergency coaches can be accepted.  Qualified buyers should first discuss their needs with the appropriate FEMA coordination personnel prior to contacting Coach America.  If you do not know who to contact at FEMA, please contact the appropriate regional office listed at FEMA.gov.

 

Contracting Limitations

 

Time is of the essence in emergency situations.  To facilitate our ability to timely respond to your needs, we recommend that potential contracting entities contact us in advance of a need to establish a Blanket Purchase Agreement.  This agreement would contain the information that will be applicable to their future orders.  If you have an immediate need for evacuation coaches, but do not already have a GSA contract agreement in place with Coach America, it is highly unlikely that we will be able to service your needs for several contractual reasons;  for example

·         Coach America must be able to verify that the ordering entity has adequate funds which are allocated to pay for the services ordered.

·         The GSA contract for these “Disaster Recovery” services includes specific terms and conditions.  If the ordering entity requires contractual terms or operating processes which differ from or are in addition to those currently included, they must be negotiated prior to acceptance of an order.

·         Coach America is allowed to invoice weekly for these services and requires payment within seven days of invoice receipt.

·         Orders must be accepted in writing by Coach America and Coach America may refuse some or all orders for service from any entity other than a federal Executive-branch agency.  Coach America will make every attempt to accept orders within 4 hours after requested from an ordering activity.

 

 

Operating Constraints

 

There are several significant operating constraints within the base contract, such as:

·         Coach evacuation operations must cease with the onset of Tropical Storm-force Winds (TSW) at the nearest coastal point, which is usually 18-24 hours prior to Hurricane Eye Landfall (HEL).

·         No pets will be transported on the coach.

·         Passenger luggage is limited to 2 bags per person that are similar in size to those permitted by commercial airlines as carry-on items.

·         The distance between evacuee pick-up points and shelter destinations is limited to no more than 250 miles.

·         If adequate and appropriate security and support is not provided by state or local authorities at the necessary staging and passenger pick-up locations as determined by the relevant Coach America representative, then no coaches will operate at that location until the situation is rectified.

·         Staging and Pick-up locations must meet minimum standards to ensure safe and appropriate operations.

·         Lift-equipped coaches which can serve the mobility-challenged are a very scarce resource.

·         Coach America cannot support the transportation needs of institutionalized, medically-dependent or nursing home evacuees under this contract.

·         Exceptions will be considered well in advance on a case by case basis with a relevant set of assumptions.

 

Pre-Order Requirements

 

FEMA must activate its federal contract with Coach America for coach evacuation support services prior to Coach America’s acceptance of any GSA order for coaches.  Coaches operated under a GSA order will be subject to established operating processes and dispatch control protocols which depend on equipment, supplies and services provided under the FEMA contract.

 

To determine the actual number of coaches and FEMA support necessary for an event-specific order it is in the best interest of the ordering entity to pre-identify and have Coach America review several key items of information prior to any request for services, which include at a minimum but are not limited to:

 

·         Street addresses and descriptions of all potential passenger evacuation pick-up locations which meet the operating requirements,

·         The potential number of transportation-dependent evacuees from each of those locations,

·         The number of mobility-challenged individuals within that evacuee population estimate,

·         Street addresses and descriptions of all potential vehicle staging area and vehicle replenishment point locations which meet the operating requirements,

·         Street addresses and descriptions of all potential shelter locations with capacity limitations,

·         Relevant plans for traffic (contra-flow or pick-up point) and timing of evacuation operations, and

·         Any entity-provided support for the evacuation which may impact operations.

 

We anticipate conversations with any potential ordering entity will occur well before the actual need for services arises and that the actual order simply scales the specific request using the information already provided and reviewed.  The requirements and complexity of coach evacuation operations require significant pre-planning and coordination to ensure safe and successful efforts.

 

 

Order Timing

 

Coach America has identified qualified coach operators all over the continental U.S. and can quickly determine which can be called to service within an appropriate timeframe and the potential number of coaches that might be available.  The contract anticipates a 48-hour evacuation operation preceded by a 48-hour equipment positioning and preparation period.  With the requirement to cease operations at roughly 24 hours prior to Hurricane Eye Landfall (HEL), then orders should be placed no later than 120 hours from HEL.  It is highly unlikely that orders could be accepted for any coaches within 72 hours of HEL. The longer an entity waits to actually place an order, the fewer coaches that can drive from their home location in time for an event, such that availability can literally change from 1000+ coaches to 200 coaches or less within the 120 to 72 hour call time.

 

 

Pricing

 

Evacuation Coaches are priced on a Bus Day basis where each calendar day’s use of the coach is a Bus Day.  A calendar day is any standard 24-hour day in which the evacuation coach is available for four (4) or more hours for performing services under the contract.  This time is counted from the time a coach departs from its home location until it returns to the same location.  Pricing includes fuel, driver meals and lodging, and other support and overhead costs.  Bus Day pricing appears in the following table and is Service Contract Act compliant.
